As the court proceedings have unfolded, the School remains profoundly saddened by the ongoing impact on all members of our community.
We continue to remember the individuals and families affected and pray that they are granted courage, strength, and grace throughout this painful journey.
The School remains deeply committed to the ongoing adoption of concrete measures to ensure a similar incident does not happen again.

Our strategic blueprint is a forward-looking document with key guidelines that will direct us as we evolve and build upon our 168-year foundation.Informed by valued feedback from the entire school community of students, parents, staff, and administration, the Strategic Direction 2020-2024 focuses on preparing young men to have a positive impact on society, to build their leadership capabilities, and to develop future-ready leaders.
On March 24, St. Michael’s College School (SMCS) transitioned to an online learning programme for all students as a result of the COVID-19 pandemic and the government-mandated closure of all school buildings until further notice. These distance learning measures were put in place to ensure the health and safety of all students, faculty, and staff, and allow for the successful completion of this academic year.
SMCS remains deeply committed to our goal of implementing all of the recommendations outlined in the independent Respect and Culture Review Committee’s final report.St. Michael’s College School was notified today that three of its former students were sentenced in court.
As a community of faith, we continue to pray for all of the individuals involved and their families.In compliance with the publication ban, the School will not be providing any further comment on these cases.

Today, St. Michael’s College School was informed that the court cases involving three former students were heard. The school is abiding by the court-imposed publication ban and as such will not provide any further comment.
As a community, we continue to pray for the victims and their families and all those involved in these cases. As we move forward on our respect and culture journey, our goal remains resolute — to ensure the safety and well-being of our students. Receiving the St. Michael’s College School (SMCS) Respect and Culture Review Committee’s Final Report propels us into a new phase in our ongoing journey of learning, healing and change.
We are tremendously grateful to the independent Review Committee for its diligence, effort and objectivity in undertaking a comprehensive review of our school’s traditions, social and cultural practices.
Their work enables us to methodically address the underlying issues identified in a positive, meaningful and sustainable way — using best practices and evidence-based strategies that we believe will help SMCS to be a best-in-class educational institution.
Our goal remains unwavering — to ensure the safety and well-being of our students.
We also remain committed to adopting these recommendations as had been outlined when our Board of Directors mandated the Committee’s work last December. The report is extremely detailed and thorough. It draws on:- Voluntary, anonymous surveys completed by current and past students, staff and parents,
- Over 70 in-person interviews,
- Many more written submissions, and
- A town hall hosted by the Committee in May, for the entire SMCS community
The feedback provides key insights and a more complete picture into the extent of the issues — both current and historical. Its 36 recommendations will be vital in helping us chart a future course with clear objectives and tangible deliverables.
Findings
We are pleased to learn of the Committee’s findings that hazing, in its most extreme form, is not a significant part of the school’s culture. It will however be addressed. At the same time, we are deeply concerned that bullying is a systemic issue. While the numbers are comparable to boys of similar age across the country, this is not acceptable.
We must and will do better.Key themes
One of our key takeaways is the need for a comprehensive strategy to address bullying. We also need to put the supports in place to implement this and bring it to life so that we can, as a community, continue to improve over time.
Another is the need for greater transparency, inclusion and education in all of our policies and proposed changes. We will continue to bring everyone in our community into the process of finding solutions. We will also provide all students and faculty with the support, information and tools they need to both intervene and prevent bullying. ActionsA series of foundational steps have already begun being put in place through our Action Plan, since last December. These are critical building blocks upon which many of the Committee’s recommendations will rest.
Through the Committee’s interim report, released in May, and our own learnings on this journey, we have begun to address many of the themes included in the recommendations, including: developing a comprehensive bullying prevention and intervention strategy, a review of various policies and guidelines, as well as re-organizing the athletic and co-curricular programmes including our football programme.Plenty of important work lies ahead, as we strive to be the change by leading it.
We understand the effort required and remain resolute in our aim to strengthen our culture of respect and safety – for our students, staff and the entire St. Michael’s College School community.
In making this report public, we hope that other educational institutions can benefit from its recommendations. Bullying at SMCS needs to be addressed as it does across the country. Canada ranks 27th out of 31 countries on rates of being bullied. We all have a responsibility to ensure that our children and young people grow up in safe, supportive and caring environments.
It is indeed a time for renewal.

The St. Michael’s College School (SMCS) Respect and Culture Review Committee (“Committee”) has advised the SMCS Board of Directors that it will submit its Final Report to the Board at the end of this week. This accords with the schedule agreed upon at the outset of the Committee’s work.
The Committee will attend a special meeting of the Board of Directors on August 13, 2019. This will provide an opportunity for the Board, Fr. Andrew Leung, the Interim President of SMCS, and James McKinnon, the school’s new Principal, to hear directly from the Committee, and ask any questions they may have.
The Final Report will be shared with SMCS faculty and staff, current and new parents, alumni, the entire SMCS community and the public, online, by August 16th.“We very much look forward to receiving the Respect and Culture Review Committee’s report and recommendations,” says Fr. Andrew Leung. “A great amount of time, effort, thought and expertise has been brought to this process by the Committee members. We are grateful that this important work has been undertaken to support our continuous goal of enhancing a culture of respect and safety for all of our students.”
The Committee presented a verbal report of some of its preliminary findings and a time-sensitive recommendation relating to reinstating the school’s Football program on May 29, 2019, during a Town Hall meeting at the school.
Following that meeting, the Committee Chair’s full remarks were posted to the school’s Respect and Culture website. The Board of Directors and school administration have committed to implementing the Committee’s recommendations.The school will form an internal review committee, comprised of faculty, staff, student representation, members of the SMCS Parents’ Association and members of the SMCS Alumni Association to examine the Committee’s recommendations and develop an action plan to implement them.
The school will issue a statement once the Final Report is published.

At the town hall meeting of Wednesday, May 29, 2019, the Independent Review Committee recommended that St. Michael’s College School reinstate the football program for the 2019-2020 school year on the condition that certain measures are put in place to address the issues the Committee identified. The Committee’s recommendation was based on its extensive outreach and survey work and expertise in strategies to address bullying, hazing and related activities.
The Independent Committee recently met with the school’s senior leadership to outline, in anticipation of its final report, the kinds of measures to be introduced if the football program is reinstated.
St. Michael’s College School is committed to working with the Independent Review Committee to implement its recommendations, including the proposed measures. These measures are designed to ensure that all students who participate in the football program – indeed, in the school’s activities more generally – can succeed in an environment that respects human dignity and equity for all, free from unsafe activities such as hazing or bullying.
Originally, the school had deferred any reconsideration of reinstatement of the football program pending the completion of an internal investigation. However, the robust measures recommended by the Independent Committee address the issues in a proactive, effective and timely way. The Committee will be assisting the school in implementing these measures, including facilitating, working and meeting with the students and parents, to ensure the football program is restructured to help ensure a safe environment for the students.Accordingly, after much discernment and collaboration, the school intends to reinstate the football program for the 2019/2020 academic year and has commenced the work associated with implementing the necessary measures to reinstate the program. We ask for your patience and continued support as we work through the logistics involved within a restricted time frame.
We look forward to the Independent Committee’s final report in the summer, including its more holistic view of how the school can be a leader going forward in addressing the issues that brought about the Review.

On Wednesday, May 29, 2019, the St. Michael’s College School (SMCS) Respect and Culture Review committee hosted a Town Hall meeting. Held at the school, the meeting was open to the entire SMCS community (past and current students, parents, teachers, coaches, administrators, and other staff).
The purpose of the meeting was for the SMCS Respect and Culture Review committee to update the community on the process followed, share key observations, and provide an open forum to share information and ask questions.
Below you will find links to the tonight’s presentation as well as a statement from the Chair. The issue of bullying at SMCS and the status of the Junior Football team were two key points discussed. The SMCS Respect and Culture Review committee has identified bullying as an issue at the school. Recognizing the recent steps to educate and bring awareness to this matter, the school will continue to educate students on bullying and bystander behaviour. At the same time, the school will await the committee’s final report to implement its recommendations, and work with the committee to further enhance bullying awareness and prevention.Additionally, following a thorough review of the Junior Football team, the committee recommends that the team should be reinstated for September 2019. SMCS will work closely with the committee on the best strategies to prepare the team, including players and coaches, for this process.
The Board of Directors and school administration remain steadfast in the goal of implementing the SMCS Respect and Culture Review committee’s recommendations and associated measures to ensure compliance, once a final report is received this summer.

Dear St. Michael’s College School Community,
On December 11, 2018, St. Michael’s College School announced the cancellation of the 2018-19 Varsity Basketball season. This difficult decision was made following new information that was reported to the School’s Administration. This information was immediately shared with police.
After consultation with police, the school was informed that the investigation into the incidents could take more than two months to complete. At that time, St. Michael’s College School was not prepared to resume the Varsity Basketball season while there was an ongoing police investigation involving students from the 2018-19 and 2017-18 teams.
St. Michael’s College School was notified on December 19 that police had concluded their investigation earlier than projected, allowing the school to commence its own internal investigation. This internal investigation is now complete. Both the police and the school have cleared the remaining members of the 2018-19 Varsity Basketball team of any wrongdoing. The incidents were isolated and those involved are no longer students at the school. With the support of police, the school has determined that the incidents were not systemic in nature and that it is safe for the Varsity Basketball team to resume its season.

Student Wellness Initiative
Last night, the SMCS Wellness team hosted the first ever ‘Mike’s Night’, where over 275 students participated in two hours of student led activities. The evening also included a Christmas movie screening in the Centre for the Arts, with dinner and snacks provided by the Parents’ Association. The purpose of the event was to bring students of all ages together to foster a sense of community.

The St. Michael’s College School Board of Directors issued a press release today, announcing the members of the Respect and Culture Review committee. Cancellation of Football and Basketball Seasons
We have made the difficult but necessary decision to cancel the Junior and Varsity football seasons for the 2019-20 academic year and cancel the 2018-19 Varsity basketball season. The Administration, Faculty, and Students are carefully preparing to resume the co-curricular programme in January 2019 including all events involving external groups, teams, and public performances.

Hello everyone. My name is Fr. Andrew Leung, interim President at St. Michael’s College School. Thank you for joining me today.
Since arriving at the school a little over two weeks ago, I have worked hard to meet with and listen to students, faculty, staff, parents, alumni and members of our school community.
My goal has been to understand the truth, even if it is hard to hear, because only then can we move forward in a meaningful way. I am deeply committed to complete transparency through this journey and do so with great faith, hope and a firm resolve to continue to earn the trust of our community in an effort to strengthen our culture of positivity and respect.
To that end, we have implemented a series of important measures over the past month, as we strive to turn the pain of these incidents into an opportunity to grow, heal and make lasting, impactful change.
Every one of our decisions has been based on one guiding principle: the safety and well-being of our students.
These measures include:
First and foremost, we formed a Respect and Culture Review committee as mandated by our Board. This panel will conduct an independent examination into behavior, social practices, policies, protocols and compliance at our school. A final report is due in the Summer of 2019.
Second, we cancelled the Junior and Varsity football seasons for the 2019-2020 academic year, as well as cancellation of the 2018-19 varsity basketball season. This was an incredibly hard decision but necessary to show how serious we are about change.
Third, we have introduced anonymous reporting tools including a voice-mail tip line, and an app, so that our students can report any misconduct or questionable behavior they witness.
Fourth, every one of our 1,060 students will have soon completed mandatory themed workshops on building awareness and respect, coping and resilience.
Fifth, a Respect and Culture website to provide news and as a tool for the community to share ideas. You can find it at smcsrespectandculture.com.Sixth, we have also hosted 19 community town halls to provide groups our community with transparent, fact-based information about developments and future plans, while listening to their important feedback.
Seventh, we continue to work on bolstering our mentorship program.
And finally, we are expanding our curriculum to build on learning modules established since 2014, through our collaboration with the White Ribbon organization. This program is focused on topics including: healthy masculinities, gender norms, consent, responsible digital citizenship and appropriate bystander behavior.There are many other steps underway as part of our Action Plan. These are detailed on our website.
As a school community, we want to take what we have learned and share it with the larger discourse in society around building cultures of respect and positivity. We remain resolute in ensuring that every St. Michael’s College School experience is transformational and positive — as it has been for an overwhelming majority of our students and graduates for 166 years.

The Student Affairs Department has added a new resource to support student inquiry into issues surrounding mental health and wellness. With both the blessing and funding of the SMCS Parents’ Association, students and staff now have access to the Gale Cengage ‘Teen Mental Health’ e-book collection.
This database contains e-books aimed at teens, covering topics like bullying, anxiety, substance abuse, relationships, depression, and more. While the school library has books on many of these topics, the e-book collection allows students to have confidential access to accurate information with complete privacy. The Student Affairs Department plans to work in tandem with the SMCS Student Wellness team to promote the e-book collection, and will work with teachers to create opportunities to embed these resources into the curriculum.Dear St. Michael’s College School Community,

SMCS Launches Expansive Partnership with White Ribbon Campaign
In 2014, St. Michael’s College School partnered with the White Ribbon Campaign as part of a student leadership initiative intended to educate our community. Utilizing resources from White Ribbon, and with in-depth training provided to ten faculty members, modules were developed for student leaders to deliver talks to younger students on healthy masculinity, gender-based violence, and responsible digital citizenship. The White Ribbon has recently entered into a more expansive partnership with St. Michael’s College School with a view to improving the culture of the school and empowering stakeholders to help promote gender equality, healthy relationships, and a new vision of masculinity. The White Ribbon Campaign is committed to conducting an assessment to get a sense of how students, staff, and faculty perceive the unique cultural challenges of teaching students in an all-boys environment. Based on the results of that assessment, mid-range and long-range targets will be set for educating students, faculty, and staff and promoting a culture of mutual respect and healthy masculinity. The student led SMCS Wellness team has grown to over 85+ students in the past three weeks. Last week, the team hosted an open mic night where students were invited to share their thoughts and concerns with their peers. We strongly encourage students to report any inappropriate behaviour and incidents they have experienced, seen, or heard about at the school. Students can also call Crime Stoppers if they have information that would be relevant to the ongoing police investigation. Over the next few days, St. Michael’s College School will roll out an app called ‘My SSP’ – Student Support Program.
Geared towards students in Grades 9 to 12, My SSP is inclusive and meets the unique and diverse needs of students.
Student Affairs Resources
This Wednesday and Thursday, support counsellors will be present in Grades 9 and 10 classrooms to help students process and work through questions and concerns they may have. On Friday, the same information sharing sessions will be available for students in Grades 7 and 8, and next week for Grades 11 and 12. Last night, parents of the Graduating Class of 2019 attended an informative presentation on university admission and questions surrounding student assessment. Independent ‘SMCS Respect and Culture Review’
Our Board of Directors is closing in on announcing details regarding the leadership of the independent ‘Respect and Culture Review’. This Review will take a deep dive into our school’s culture today, over the past year, and in the historic past. We have also asked that the committee deliver a preliminary report of its findings by the spring of next year, and a final report by summer 2019.

The school has partnered with Sprigeo, a digital platform to report bullying and school safety incidents. A toll-free hotline for parents and guardians has been launched and can be used if your son is experiencing reactions to traumatic events.
Student Support App (My SSP)
Over the next few days, St. Michael’s College School will roll out an app called ‘My SSP’ – Student Support Program. Geared towards students in Grades 9 to 12, My SSP is inclusive and meets the unique and diverse needs of students.
Student Affairs Resources
This Wednesday and Thursday, support counsellors will be present in Grades 9 and 10 classrooms to help students process and work through questions and concerns they may have. On Friday, the same information sharing sessions will be available for students in Grades 7 and 8, and next week for Grades 11 and 12. The Student Affairs Department continues to consult with external organizations to explore student workshop possibilities related to healthy masculinity, peer engagement, and empowerment.

Our Board of Directors is closing in on announcing details regarding the leadership of the independent ‘Respect and Culture Review’. This Review will take a deep dive into our school’s culture today, over the past year, and in the historic past. Andrew Leung, CSB was born in Calgary, and completed his Bachelor of Education in Physical Science and Biology at the University of Alberta, Master of Divinity at the University of St. Michael’s College, and Master of Education at the University of Toronto.
He completed his principal papers through the Ontario Institute for Studies in Education (OISE) and has served as a teacher in Edmonton, Hong Kong, and Toronto. He was ordained to the priesthood in 2008 for the Congregation of St. Basil (Basilian Fathers) and had been posted to St. Basil’s Parish in Toronto, St. Joseph’s Home for the Aged in Sheung Shui, Hong Kong, St. Michael’s College School in Toronto, and St. Alphonsus and St. Clare Parishes in Edmonton. During Fr. Leung’s time at St. Michael’s College School (2001-02, 2006-07 and 2013-16), he taught General Science, Physics, and Math and coached the Badminton team. He also served as the school’s Director of Spiritual Life (2015-16). Fr. Leung also served the Basilian community as the Basilian Associate coordinator (2011-2013). St. Michael’s College School announces resignations of President and Principal, enabling focus on healing and change Interim President and Vice Principals to assume acting leadership Toronto, ON (November 22, 2018) – St. Michael’s College School has announced that President Fr. Jefferson Thompson, CSB, and Principal Greg Reeves have resigned, effective immediately, citing their shared desire to move the school forward without distractions and allow it to focus on healing and change after the horrific events of student misbehaviour that came to light last week.
The Board of Directors has also appointed Fr. Andrew Leung, CSB, as interim president, effective immediately. A former science and physics teacher at St. Michael’s College School from 2013 to 2016, he is currently pastor and rector of St. Alphonsus and St. Clare parishes in Edmonton. Vice Principals Emile John and David Lee will serve as acting co-principals. The appointments have the support of the Superior General, Fr. Kevin Storey, CSB, and the General Council of the Basilian Fathers.
The Board will be launching a search for new permanent leadership of the school. with its highest priority being to implement the findings of the independent Respect and Culture Review.
“Greg Reeves and Fr. - Launch a SMCS Respect and Culture Review, led by an independent third-party committee. The Board is working to identify members. It will examine the traditions, rituals, and social practices of students at every grade level and in all areas of school life
- Cancel all events involving external groups, teams, and public performances for the remainder of 2018.
- Cancel mid-year assessments for 2018. Instead, students will participate in workshops and discussions pertaining to the recent issues.
- Implement an anonymous voicemail for students. The school asks students to report any inappropriate behaviours and incidents they have experienced, seen, or heard about at the school.

Ongoing Investigation
Yesterday, the Police informed the public that they have two new videos of other incidents at our school described as a threatening event and assault with a belt. We forwarded two computer files to the police on Sunday without reviewing their contents. The police came to us yesterday with two videos asking us to help them identify the people in them. We do not know if they are the files we forwarded on Sunday. We continue to collaborate fully with the police.
Mid-year Assessments
The 2018 Mid-Year Assessments have been cancelled. Classes will proceed on a regular schedule through to December 18. The self-help day scheduled for December 11 will be a regular day of class. Throughout this time period, students will also participate in workshops and discussions pertaining to the issues that have arisen.
Co-curricular Programme
The school has decided to cancel all events involving external groups, teams, and public performances for the remainder of 2018. The ongoing police investigation has led to this decision to protect the safety of our students and faculty. The co-curricular programme will be temporarily repurposed to focus on intramural activities related to arts, athletics, clubs, and health and wellness educational sessions. The goal is to return to all such events in 2019.

The meeting was held to provide an update on the recent events that have taken place at the school, as well as provide information surrounding the school’s actions and next steps. Student Town Hall
A student led initiative launched by the SMCS Wellness team and senior students began yesterday during lunchtime and will continue through to Friday. This initiative is open to all students and consists of small group discussions (moderated by students and faculty) where students can voice their opinions and concerns with their peers with the overarching theme of building community.

We absolutely believe the horrific incidents of sexual assault merit the charges being laid by the police. We will continue to work in full cooperation with the police as they continue their investigation. We have made it clear to them that we are at their disposal.
Physical Safety
As you know, yesterday we received a bomb threat. We immediately called the police and evacuated the school. The police conducted an internal sweep of the school buildings and the building was deemed safe. The Police Community Officers remain in the school vicinity and will come on premises periodically to ensure the continued safety of our school. External security will also continue to have a presence on the school property.

It is in everyone’s best interest that we understand the entirety of this situation and that all necessary action, discipline and change can happen.

Dear St. Michael’s College School Community,
The events of this week have left our community shaken and heartbroken.We understand and share the anger and distress that such horrible acts could happen on our school grounds involving boys in our care. It is unacceptable and falls far short of upholding the principles we strive to live by.
Our primary concern and focus is the care, safety, and well-being of our students. The process we followed was dictated by this guiding principle.
As school administrators and educators, we bear a heavy responsibility to help guide our students through a challenging period in their lives – when external forces are often in conflict with the notion of doing the right thing – and these incidents were a stark reminder that we have more work to do.
Our 166-year history of excellence in academics, arts, and athletics is built on the foundation of goodness, discipline, and knowledge. We intend to continue to honour and model these virtues.
An active police investigation, along with our efforts to rigorously follow due process and respect the confidentiality of all parties involved, have limited what we have been able to share and when.
There have been many questions about our handling of the matter and the sequence of events leading to the expulsion of eight students and one suspension resulting from two separate severe violations of the Student Code of Conduct.
The priority for the last three days has been on the victims, students, and our staff and faculty. We are now at the stage of the investigation where we are able to share the following information:

At St. Michael’s College School, nothing matters more than the safety and well-being of our students.
Teaching our students goodness, discipline, and knowledge in an environment where respect for others is paramount is a responsibility we take very seriously.This week, to our shock and dismay, we learned of two incidents that were in clear violation of our Student Code of Conduct. The school has zero tolerance for such behaviour.
The school administration promptly conducted an internal investigation, including meeting individually with the students involved and their parents. As a result, swift and decisive disciplinary action has taken place, including expulsions.
We are deeply sorry that these incidents occurred. From this unfortunate situation, we redouble our efforts to educate and promote respect for others in the school and in the community.Given police involvement, and respecting the privacy and confidentiality of all parties, the school will not be making any further comments at this time.
